The Mountain Valley Pipeline (MVP) project is a natural gas pipeline system that spans approximately 303 miles from northwestern West Virginia to southern Virginia – and as an interstate pipeline will be regulated by the Federal Energy Regulatory Commission (FERC). The MVP will be constructed and owned by Mountain Valley Pipeline, LLC (Mountain Valley), which is a joint venture formed among affiliates of each of Equitrans Midstream Corporation; NextEra Energy, Inc.; Consolidated Edison, Inc.; AltaGas Ltd.; and RGC Resources, Inc. Equitrans Midstream will operate the pipeline and own a significant interest in the joint venture.
The pipeline will be governed by the United States Natural Gas Act. As designed, the pipeline will be 42 inches in diameter and will require approximately 50 feet of permanent easement (with up to 125 feet of temporary easement during construction). The MVP project will require three compressor stations, located in Wetzel, Braxton, and Fayette counties of West Virginia.
The West Virginia State Treasurer’s Office administers WVABLE, a savings and investment account program designed to give people with disabilities more independence and financial security.
WVABLE is made possible by the Achieving a Better Life Experience in West Virginia Act and allows qualifying individuals with a disability the opportunity to save and invest more than $2,000 without losing eligibility for certain government benefits that are critical to their health and well-being, such as SSI and Medicaid. Up to $18,000 per calendar year (2024) may be contributed into a WVABLE account, and an additional $14,580 (2024) of income may be contributed by employed beneficiaries - increasing the total annual contribution limit to $32,580 (2024).
Earnings grow tax free and can be used at any time to pay for qualified disability expenses. Currently, individuals who developed a disability before the age of 26*may be eligible to open an account. (*On January 1, 2026, the eligibility criteria will increase to before age 46.)
The mission of the Council is to develop and monitor the implementation of a plan to promote equal opportunities for people with disabilities to live, learn, work and participate in the most integrated setting in the community of their choice through West Virginia’s compliance with Title II of the Americans with Disabilities Act (ADA).

First Settlement Physical Therapy (FSPT) is a family owned private practice that strives to treat its employees and patients as part of that family. We have been in business 17 years and have grown into 32 clinics throughout the Mid-Ohio Valley.
FSPT’s first clinic was founded in Marietta, OH in 1999. The company name originates from Marietta being the Northwest Territory’s first settlement so we thought First Settlement Physical Therapy would be quite fitting!
FSPT is owned by Hema Hargus. Her son, Simon Hargus; her husband, Phil Hargus; and her daughter in-law, Lisa Hargus, along with an extremely well-trained staff, help run FSPT and make it the Mid-Ohio Valley’s most trusted physical therapy provider.
